No, I don't think that would be a good idea.  Mailing lists should *NOT* be 
used for sending bulk data at all ... they just aren't good at it.

If someone has a file that needs to be distributed, they should mention 
it's available... and ask folks to contact them PRIVATELY AND DIRECTLY via 
email.
