You can only use OpsNav to set NetServer autostart with V4R4 and Express's
OpsNav.

For V4R2 and V4R3, AS/400 Support Line Technical Document #14802006. It
recommends the following in your start up program:

 STRTCP
DLYJOB DLY(180)
QSYS/STRSBS  SBSD(QSERVER)
DLYJOB DLY(180)
STRHOSTSVR *ALL

and goes on to explain that IBM no longer recommends using the QZLSSTRS API
to autostart NS. The tech doc explains the autostart and prestart job
entries that make the above swindle work.
