If your SQL statement is "SELECT ...", then the row is NOT locked.

If it's "UPDATE ..." then the row is locked for the millisecond it takes to
perform the update.

In the case you site, there is no difference between the two terms.  A Row
is a Record.  If the rows are retrieved for update, then yes they are being
locked.  All access paths with immediate  maintenance indexes will also be
siezed long enough the the key updates to be done if there are any.
