The only problem I ever had with READE was fixed via PTF. The READE was reading past the key value and not setting on EOF indicator or BIF. Check the archives about it. Hans responded rather quickly to my inquiry. This was for V4R3M0. It should work. Equal is Equal no matter what the value. Is this a join logical by chance. That is where my problem was.
