There are logicals in QIWS that are scoped over the system catalog files in
QSYS.  I put QIWS in the default libraries box and it works like a charm.  I
still don't understand why there's an option to display libraries that won't
show their contents, but for now we can do what we need to do.

Why am I an idiot?  I knew those logicals were there, but didn't realize
that I
had never actually listed QIWS in the default libraries box in any of my
tests.
Several documents said that QIWS is always in the *USRLIBL for the ODBC
server
jobs whether it's specified or not, so I didn't even think about not being
able
to see its contents unless it's specified explicitly.  Argghh...
