A Intel base pc card that was designed to run Novell Netware OS and access
AS400 Disk/Printers/Tape devices.  The first was 486/66 processor.  It had a
single Ethernet port that ran at 10M.  You needed an AUI adapter to hook it
to your network.  If was IBM's first attempt at making the AS400 a file
server.

Yes, both PC's are at the same service pack level.  The only difference is
the one PC that works correctly has more ops nav options installed.
