Simon, Points well taken. I am used to environments where developers have multiple profiles, some weak and restrictive used for testing in production-like environments, and other stronger profiles which facilitate rapid development. I am also used to security level 30 on all boxes. Since security level 40 precludes certain types of solutions (which I find interesting and useful), I had to challenge the idea of 40 on development. Alas, your argument is too strong, and I can't stand slather. So I reverse my suggestion of 30 dev when 40 prod, and urge all to do as Simon says :-). Seriously though.
