Harry,  I have receive this exact same problem.   The resolution is to have all 
you entries for the AS/400 to be the same including the Domain Name.
     
(ie PC Host file 180.1.1.250  TSAS2.INTERNAL.COM   TSAS2
     
AS/400  TCP Configuration Option 12 TSAS2 as the Host name and INTERNAL.COM as 
the Domain Name
     
CFGTCP option 10 Add a Host Entry for 180.1.1.250 TSAS2 and TSAS2.INTERNAL.COM
     
This will then allow you to start Management Central.
