So would a SAVSTG be an attractive alternative to a full system save (SAVSYS, 
SAVLIB *NONSYS, SAVDLO, SAV) prior to an operating system upgrade?

The whole purpose of this save would be to allow fallback to the previous O.S. 
version if there was a problem during the upgrade.
