QMQRY does have *OUTFILE support.  Just create your QMQRY source member as
you normally would and then, using a CL statement like the following,
execute the STRQMQRY statement.  Works like a champ.  The SQL SELECT
operation allows you to select records and even to do complex joining.

STRQMQRY   QMQRY(&SQLExeLibr/&SQL_Name) OUTPUT(&Output) +
             OUTFILE(&OutFileLib/&OutFileNam) +          
             OUTMBR(&OutFileMbr &MbrOpt)

QMQRY also supports passing variables to the query.  In the query source,
the variable is defined with a colon ":" before the name of the variable
(:VARNAME):

STRQMQRY QMQRY(&SQLExeLibr/&SQL_Name) SETVAR((VARNAME 'ABC'))
