Rediculous.

The carriers have interfaces.  Most of them will provide you with the
software or the protocols to perform those tasks.  You can connect and get
the rates, if you do enough business with them to warrant.  Call them.
Today, they almost always can provide you with a connection that will let
you rate the charge and (sometimes) even print the forms.
