Office e-mail to exchange with outlook

We have problem with e-mail being send from OV/400 to Exchange and being
read on Outlook clients where the list of recipients is sent with the e-mail
and causes some client PCs to crash due to the size of the cc list (Over
1500 users). I know we can eliminate the recipient list from being send
within OV/400 but this is per user per e-mail. My question is, how do you
stop this on a system basis, i.e. ensure no recipient list is sent with any
e-mails in OV/400.
