I am a programmer and we are allowed to use DFU, DBU, or SQL to change the
database.  If you need to change the data - maybe a "fix" I don't know how
you would do it to have a log of it.  Even if you force a program to be
written to change the data it is probable a one-time program and it is gone
so there still is no record of it.  Perhaps have the programmers keep a log
of changes they have to make to produce for audits to justify changes.

change actual data in physical files without using DFU on the production 
system?
