I would defiantly split into multiple subsystems,   when we started we only
had 300 - 350 users in the subsystem  and if we ended them all it would go
out and try to touch every one and do a dance for about a minute on each
one, witch we never actually let it finished.  We had to do a IPL to get out
of it in a reasonable amount of time.  But these were active sessions, I
believe you are saying yours are just allocated. so this may be different.
I have noticed with active users if you end each user individually it will
go pretty fast, compared to just ending the subsystem.
