check the redbook V4 TCP/IP for AS/400: More Cool Things Than Ever.
SG24-5190, chapter 13.  It has a sample pgm for doing this, using the
QDCRDEVD api. Unfortunately the sample is in C, but the api is not hard to
use.News400 or Midrange (can't remember which) published a CLP sample a
year
or two ago. Get latest ptf's. I worked w/IBM on some problems with this.
