We've also had similar problems on V4R3.  IBM pointed out to me that our
ETHLINE was defined incorrectly, should  have been line speed of 100M and
duplex set to *HALF.  Also, go to www.as400service.ibm.com, select software
knowledge base, then select communications, then select search, enter
document 11984042 and then look at the 'Communications - Version 4 - TCP/IP
and AnyNet PTFs.  (Sorry for the protracted way to get there.)  You should
find the applicable ptfs you need.  Hope this helped!
