Given the information you provided, there is no obvious cause.  What OS
release are you on?

You have too many storage pools for this model system.  Go back to the
memory model using only machine and *base then create shared pools for
interactive, batch, spool, and "batch as interactive", then chgsbsd to use
the shared pools.
