Rajeev,
You can do a CHGQRYA and change the QRYTIMLMT in the initial program
for the users. If a query is estimated to run longer than this limit then
an inquiry message is sent, you could have the message auto-replied to
cancel. There is also a system value QQRYTIMLMT that applies system wide,
if you used this then you would have to make sure that long running queries
in batch were allowed to run by doing a CHGQRYA or by ignoring the message.
Maybe some combination of the above would work for your environment.
