Why do you say it will work much better than a twinax attached dumb terminal?
 
I currently only have twinax running to this area.  Also, I don't particularly want a PC based reader - I've never used them and I want to have the scanned information available to the AS/400 session.  Wouldn't I be introducing more variables & points of failure by going the Netstation route?

    Use a Netstation !  It will work much better, and have the Video driver capability you will probably need to make this work, as well as a serial or inline PC based reader aailable to do what you need...

I would like to be able to connect a large (31" or larger) screen monitor to a regular dumb terminal.  Connection to the terminal is twinax.  I will also be connecting a barcode reader to the terminal.  Anyone done this or know how to?  What equipment, etc.?
