You can add the keyword FIFO or LIFO to the file's DDS to tell the system how to order duplicate keys. I believe these use the RRN to determine the retrieval sequence, so if the file also reuses deleted records the keyword may not work as expected. I've never tested this. The keyword FCFO (first-changed-first-out) also exists, and according to the DDS manual, does not rely on the RRN. So it may work better with a file reusing deleted records.
