There's probably a simple elegant solution I don't know, but... I'd do two passes to an outfile, appending the results on the second pass, selecting for the flag equal '1' and then '2'. Create a result field with value "On" for the query that selects '1' and change its value to "Off" for the query that selects '0'. Use the result field in the outfile. Then run a third query over the outfile sorting the results the way you want them to appear.
