If you could use a different formtype for each drawer, the STRPRTWTR command has an option to print all of one formtype before moving onto the next (FORMTYPE(*FORMS)). There would be no guarantee that drawer 1 would print before 2, or 2 before 3, but it should print all the spool files for a drawer together.
