From OS/400 Backup and Recovery V4R4:
  QUSRSYS/QLZALOG
  Used by the licensed management program to log requests that exceed
  the usage limit of a license.

File QUSRSYS/QASOSCFG is used to store SOCKS configuration, so journal
of the same name is apparently used for this file.
