Don't know if this is the best way, but it suits my purposes:

One easy way to download to Excel (or other PC applications) is to use
CPYTOIMPF to convert DB2/400 to a CSV stream file, then use an ASCII FTP
session to download it to the PC. Excel works fine with CSV's. The thing I
like about this method is that it requires noting (except TCP/IP) on the
client PC, plus TCP/IP and and FTP server on the AS/400. No Client Access,
no special software, nothing to install or configure on the PC.

CPYTOIMPF FROMFILE(MYLIB/MYFILE MEMBER)
          TOSTMF('\MYDIR\MYFILE.csv')
          MBROPT(*REPLACE)
          RCDDLM(*CRLF) DTAFMT(*DLM)
          STRDLM('"')
          FLDDLM(',')

>From the PC:
c:\>FTP MYAS400
User: xxxxxxxxxxxx
Password: xxxxxxxxxxxx
>ascii
>get \mydir\myfile.csv c:\download\myfile.csv
>bye

Excel opens CSV's and puts each field in its own column.
