Actually it is the second FSIOP P133 that IBM came out with.  I did not know
about the restrictions with the new INS cards and there for erroneously
posted my configuration.  Shortly after pressing the SEND, I received the
message about the INS not supporting the *BASE.  Learn something new every
day.

Model 400's would be running FSIOPs or at best the 333 SPD packaged INS.
Both of those support *BASE (and will still run OS/2 Lanserver and
Netware too!)
