| Have a look at how the DNS is set up. If there is a 
DNS lookup that is not being satisfied it may take a while for the secondary DNS 
server to kick in. Also, the AS/400 FTP server does a reverse name 
lookup using your AS/400 local IP address. If you have a DNS server defined on 
the  AS/400 and the IP address of the AS/400 is not known to the DNS, it 
can take time for this to time out. In this case add a host table entry (CFGTCP, 
option 10) for your local AS/400 and specify that *LOCAL is searched
