With the models 150 & 250 you have an unlimited user license for CA/400 included.
On other models with ValuPak software pricing it includes 10 CA/400 licenses (at P05 level).
Additional CA licenses would indeed be US$275 each.

Neil,

Have things changed with CAE?  I know part of CAE is a free N/C but I have
always understood that display, printer, and file transfer cost $275 per
seat.  

True or False?

This has always been, IMHO, a purposely confusing point on IBM's part.
