On V4R3 we can get at DATE & TIME the file was last changed, then you can DSPJOB to see who all was signed on then & what jobs running, but consider this scenario. The Really Guilty signs on and totally messes up your file ... date & time nails that person. Innocent User Monday morning tries to use the file as it was designed to be used & cannot get it to work right because of what the really guilty person did. MIS is notified & when you look at the file, date & time of last hit, is that of the Innocent User.
