definition of "system program"  ????
Various possibilities:
1) in the system domain
2) has system state attribute
3) is owned by QSYS or in QSYS
4) other

My FILEMON program that does not update the count is
a) in the user domain
b) has system state attribute
c) is owned by me

since other system state programs I have do update the count
I eliminate possibility 2).
then I'm left without an explanation.
