Overlay  is in effect in each of the pop up window programs as well as in
the original Program A (It's a subfile overlaying another format). Keep and
Assume is in a "dummy"  record format in each of the pop up window programs
also. We are not using PUTOVR OVRDTA or ERRMSG in any of the programs.

I've done some more research on the problem and found that there is another
layer. It's actually Program A calls Program B (that pops up a window).
Program B calls Program C that pops up a window. Everything works fine so
far. Program C ends and returns to Program B which immediately calls
Program D that pops up a window with a blank background.
