I have a utility (SPLTOOL) that creates PDFs from spooled files, but only
*SCS (text only, no graphics, etc) and let me tell you.  It was the worst 4
months of reading (Adobe PDF specs, newsgroups, etc.), testing, etc. of my
life.  Sure, PDF is pretty, but it's NOT easy.

I would look at getting 3rd party software.  And also ask yourself "why
PDF?".
