When Commitment Control was introduced on the S/38, the maximum number of 
uncommitted entries was 1024.  One of the few substantiative changes on 
AS/400 V1R1M0 was that this number was increased to 4K.

The number went up from release to release, and my recollection in the V4 
time space is that it was 32K.  At whatever limit IBM set, there were 
always customers that hit it, and that's why it was effectively made 
unlimited in V4R4.  Every uncommitted entry requires a record lock, and 
record locks consume memory.
