If you mean "Allow delete operation", then:

CPYF FROMFILE(MYLIB/MYFILE) TOFILE(QTEMP/MyFILE) MBROPT(*ADD)
     CRTFILE(*YES)

DLTF MYLIB/MYFILE

CRTPF MYLIB/MYFILE SRCFILE(MYLIB/MYSOURCE) ALWDLT(*YES)

CPYF FROMFILE(QTEMP/MYFILE) TOFILE(MYLIB/MYFILE) MBROPT(*ADD)

The phrase "non-delete capable" sounds suspciously like something from
the S/36.  The delete operation is allowed by default with the CRTPF 
command -- if your file is a S/36 file you will either need to create
DDS source and build it as described above -- or use the S/36 BLDFILE
command in place of the CRTPF command.
