Some of the newer workstation controllers run at higher speeds and/or do
other things that may cause some devices not to work properly.  Check out
the following APAR:

To summarize: if this is what is causing your problem, you can disable the
controller enhancements as follows:

CRTDTAARA DTAARA(QSYS/[controller name]) TYPE(*CHAR) VALUE('FFFFFF')

Vary the controller off and back on.

This will work on V4R3 and later as is.  For V4R1 and V4R2 you need some
PTFs (see the APAR).
