Have you tried removing the nat configuration mapping the outside
address to the inside address.  (Remove the entire static map you've set
up.)  Then try pinging.

I'm thinking there's something in your router setup that's funky.  In
some instances port forwarding will disable the ability to retrieve the
external address from the internal one.  (In other words #2 above
sometimes doesn't work depending on the implementation.)

I'v lost one of your messages, I think, but you mentioned you had
224.0.0.0 240.0.0.0 as a route.  That is for IP multicast and is normal.

Also, check for rules in your router that may be blocking access.  I'm
not familiar with Netopia, so I can't offer specifics.

Be sure you don't have port restrictions on the 400 that might prevent
the connection (although I doubt it since #2 above worked).  Since #2
above did work, what address does the AS/400 show requested the page? 
(In the web server log.)  Curious if it's the router or the PC address.

Have you tried forwarding other ports to see what happens?
