The partners in development program has very few requirements compared to the business partner program. Business partner program requires customer references and other things. Since I already had several, it was a no-brainer. I didn't even have to commit to marketing a NEW product, ongoing development of existing products was enough to qualify. And I certainly don't remember any legal requirements other than lease terms - what kind do you mean? I guess a lot has changed, because the process really wasn't that bad when I went through it, especially when you realize you're dealing with IBM...
