I asked this question a couple of weeks ago and Nathan Andelin kindly posted
this response, which works great.:

Here's an RPG prototype to the usleep function.
*-- uSleep --- uSleep function (delay job for microseconds ) ------
*       (1000000 microseconds = 1 second.)
*       unsigned int uSleep( unsigned int microseconds );

D uSleep          PR            10I 0 ExtProc('usleep')
D                               10U 0 Value

        Subject: RPG IV - Sockets Programming (sleep procedure)

        Have written an interface program using RPG IV incorporating several
        prototypes/procedures from the QC2LE binding directory. This
program uses
        non-blocked accept and read statements. In order to provide a delay
time
        between reads, I used the sleep proc with a 1 second wait time. Is
there
        any way to reduce this time to .1 or .01 second? The parameter
field for
        the sleep proc is defined as 10U 0, which I believe will not allow
for a
        decimal.

        Appreciate any help.
