Well, I have SSAP 12 also, and my ETHSTD is *ALL too.  Have you checked
on the TCP/IP PTFs?  I heard someone mention 10.0.0.0 problems (although
I never experienced any.)

As I mentioned in another post, 172.198.1.1 is not a private address and
you really shouldn't use it.

Also, unless you added an IP address on your router in that subnet and
changed your default route, your packet would go nowhere.

Here's a thought - you mentioned you can ping out from a PC on the LAN. 
What if you turn the PC off and change the AS/400 to use that IP
address?  (Delete the old address temporarily to have a clean test.) 
That might help to prove or disprove my router NAT theory.
