        The 802.3 TEST may be because.........

Generate test frame (GENTSTFRM)

    Specifies whether the system will automatically generate test frames
    to determine network availability.

I can ping inside the LAN.  When I try to ping out, my ethernet sniffer
detects no IP activity whatsoever.  I do see an 802.3 TEST packet the first
time I try to ping though - I wonder if this is attempting to contact the
router and failing, and thereby telling the AS/400 that there is no outside
connection?
