I'll assume(dangerous) that you are not creating a brand new DDM file every 
time, it's not necessary to do so.

At the time you application, RPGxx opens the DDM, there may be another 
procedure locking the remote physical file, such as a save operation.

DSPLOG on the remote box.

see if ther is a lock.  Also check the jobs that run on the local 400
Log them if necessary and there you will fing the remote data base job that 
is started from the accessing of the DDM File.
