It's not XML support that's the issue, but support for IBM's XML parser.

If you write your own XML parser, you can go back to OS/400 V1R1M0...

If you want to use IBM's XML parser, then you'll need to decide on which
parser to use: The Java, C++, or the RPG wrappers for C++ version. Each has
different pre-reqs of OS/400

That's the decision will determine how far back you can go in OS/400
versions.
