Are you absolutely sure that the delay is related to the tape drive?
Is it even remotely possible that (for example) comms recovery gone mad is
clobbering your box?
I have never forgotten an experience where an old model C25 was brought to
its knees by a failed comms line with over-zealous retrying configured on
it.

dirty devices cause so many retries, retries on retries etc..  The effect,
as you found out, can be enormous.
Are these tapes old ??  There used to be a time when we dumped old media
<eventually> .

Another avenue you might wanna explore is --
-> have you added PTFs lately ??
-> were you previously running a SAVCHGOBJ and that is now changed to
SAVOBJ

Another , less likely avenue, is changes to the hardware config.
It can make a difference, although not as radical as you reported,
placing tape drives and disks strategically, balancing the I/O thruput
of the busses etc... but, like i say, not as radical as you reported..

Personally, I would buy some new media,  clean the device and run with new
media.
That will answer your one question..
