As Chuck has pointed out you can control the number of jobs that are started
when the SMTP server is started. But also be aware that you may need PTFs on
the SMTP and POP servers if they are using a lot of CPU time. Some versions
of OS/400 had problems with run-away SMTP/MSF jobs.
