Not necessarily.

I once created a self submitting CL program that built the RQSDTA parameter
and embedded the appropriate hexadecimal notation for numeric parameters.
They were not defined as 15.5.

Also if you're passing these with teh RQSDTA parm in a sbmjob, you
generally HAD to recieve numerics in a 15.5 field....regardless of how
they were passed...
