Actually that API does not exist for V5R1 either. QYLPRLCI, and some other related ideas, were not done in favor of the QYHCHCOP (Perform Hardware Configuration Operation) API. QYHCHCOP allows you to both retrieve and change configuration information. The documentation found at the referenced URL should not be there (and hopefully will not be there too much longer). If what you want is the current partition serial number, then one approach available since V4R4 is the unblocked MI instruction MATMATR and option 01E0. This provides the logical serial number of the current partition. In V5R1 you could also use QYHCHCOP to access the partition serial number though this may not be as easy due to this API having quite a bit of function built into it (that isn't needed in your particular case) and also being XML based in terms of the API interface (unless of course you have already worked with XML in other APIs).
