Take the file out of the trigger programs and send the data to a data queue.
Now write a server to read the data queue and write the file.   For house
keeping, end the server job.  All other jobs can continue normally.

We have a trigger program that outputs a file with details for add/del/chg.

I find that the file is locked by the job/s and that I cannot access the
file
for maintenance / housekeeping unless
the job/s are ended...  Is there a way to ensure that the file is closed
once
the
program that initiated the trigger ends?

Ending the trigger program with LR on will only add overheads...
