SRC error during upgrade

We are upgrading several systems to V4R5 from V4R2 using a distribution
tape. On two of the systems we have received the SRC code B006 1308. The
text for this code is: Not valid condition in I/O Processor Licensed
Internal Code. The Licensed Internal Code found a condition that should not
have occurred. failing item list

It does this before it loads the LIC from the tape. If we restart the
upgrade (by IPLing from the tape) it works fine.

Does anybody know what is causing this?
