Not possible for procedures else they wouldn't be static calls :)

However there some alternative approaches:

        1/ Take the ADDRESS-OF a procedure and invoke it using a procedure 
pointer.
        2/ Activate a program or service program using the QleActBndPgm API
                Resolve an exported procedure using the QleGetExp API
                Call the procedure using a procedure pointer
        3/ Use the QZRUCLSP API to invoke a procedure in a specific service 
program.
