Hi John,
        I have written VCP's for several OS/400 commands, but, in this
instance I would suggest you write your own command and CPP using the
appropriate API; you can then include your additional validation in your
CPP.
        As far as I am aware, the parameter list definitions are not
published - this means that IBM can easily add or drop parameters from their
commands with a version / release upgrade.  This means that if you do as you
propose with the dltsplf command, you will be committed to keeping it up to
date with each new vrm.
        Using the API to do this is the best / most practical solution.
