Michael, Each partition will have its own copy of the OS. You will only need to install SMP in the partition with multiple processors. You only need SMP if you wish to devote multiple processors in that partition to a single database query. What is the business use of the machine? There are some benefits to not allowing database work to exceed a single processor if other tasks need to be accomplished concurrently. Is this a data warehouse of some kind?
